Certain members of the media industry have to maintain a clear professional speaking voice, that doesn't mean they are trying to project intelect that is not there. It just means they are trying to get their point across as clear and precise as they can. For other people, their accent is just part of their upbringing. But the manner in which someone speaks does not define their intellect. The UK is just the same as the rest of the world, there are a whole variety of people with different attitudes and intelligence. Some are fakers, most of the world actually wants to appear smarter than they are. I know i do.. though at the same time, i want to BE smarter, not just act it.
